Evaluation

Public policy evaluation aims to produce knowledge about a policy. It generally concerns a particular measure or device, and is carried out with the aim of improving its implementation and future decision-making. The approach makes it possible to assess the relevance of the policy as a response to the needs of society, but also the effectiveness of this policy in relation to the initial objectives.

The evaluation process begins when designing a policywith clear and measurable objectives. Even before the implementation of a measure, experiments make it possible to test it in an experimental and controlled way and to enlighten the public decision-maker on the opportunity to generalize the public system. Thus, the evaluative culture, even beyond the future decisions it guides, makes it possible to design a policy well in advance by providing an insight into the expected impacts.

The DSR's research programme includes a section on evaluation of road safety measures. The identification and analysis of existing reports on the evaluation of road safety measures over the past decade, compared with the results of accidents, makes it possible to identify the policy areas in which the evaluation approach should be strengthened. The evaluation programme is drawn up in the light of the main road safety topics (road user categories, infrastructure, behaviour risk factors) and the ministerial scope of road safety policy, which is highly inter-ministerial (transport, justice, health, labour, education, etc.).
