The ONISR publishes in December 2022 the report of the offenses noted by the police in 2021, and their consequences on the license points. More than 27 million traffic violations have been recorded by national police forces agencies, ANTAI, and municipal police.
A new version of the report is available: the part on offences resulting from the PVe and automated control is reorganized according to the main accident factors and by department (France mainland and overseas departments).

In 2021, 3,219 people were killed on the roads of France (including overseas) (National Interministerial Road Safety Observatory – final data), this figure, 8% lower than that of 2019, is historically low ( excluding the atypical year of 2020). The resumption of travel in 2021 was tempered by a period of confinement in April, curfews throughout the first half of the year, and several periods when teleworking was strongly recommended. This result must nevertheless be put into perspective with the halving of the number of fatalities between 2000 and 2010 and the drop of -24.7% between 2010 and 2021. The reduction in the number of victims on our roads is partly linked to the control activity of law enforcement (to which it is important to associate the deployment of automated control since 2003) combined with the penalty points system introduced in 1992.
In 2021, just over 27 million traffic violations were recorded. This includes 7.1 million troublesome or dangerous parking violations.
- In particular, the municipal police recorded 7.2 million offenses by electronic report (PVe), of which 5.9 million concern annoying or dangerous parking.
- Excluding municipal police, the overall volume of offences recorded by the police, national gendarmerie and by the automated control system (CA) is 20,202,753 offenses in 2021, up + 12.3 % compared to 2020 but a figure -24.3 % lower than in 2017.
Excluding municipal policies
The number of traffic offences (including homicides or unintentional injuries) amounted to 679,238, up +15.0 % compared to 2020 and +14.0 % compared to 2017. Offenses represent 2.5 % of all offences. Only road transport regulatory offences fell compared to 2020 (-57.5 %), but alcohol-related offenses fell by -15.8 % compared to 2017.
The number of parking fines (1,212,869) returned to its 2019 volume.
In 2021, the number of fines excluding parking is 18,310,646.
The main offences noted by police forces and automated control
15 million speeding offences were recorded in 2021, i.e. + 13.2 %. This increase is a return to the values of 2018 following the decline of 2019 and 2020.
Criminal blood alcohol levels (greater than or equal to 0.8 g/l of blood or 0.40 mg/l of exhaled air) increased by +2.9% with 104,292 offences, representing 15.4 % of offences .
The contraventional blood alcohol level (greater than or equal to 0.5 g/l of blood or 0.25 mg/l of exhaled air) accounted for 34,342 fines in 2021. 2,987 fines were drawn up for blood alcohol levels between 0.2 and 0.5 g/l for holders of a probationary license or public transport vehicle.
Verbalization of vehicle driving after illegal drug use (or refusal to undergo screening) increased with 105,582 offences recorded (+ 28.6 %) in 2021, i.e. 15.5 % of offences.
14.7 million offences were recorded by the automated control system (AC), i.e. 1.8 million more offenses compared to 2020 but 2.4 million fewer offenses compared to 2017.

Also, this document first of all draws up a report on the offences recorded in 2021 by the national police and gendarmerie forces and certain municipal police forces.
Data sources are changing. From now on, only data concerning class 5 offenses and contraventions are transmitted by the law enforcement departments: the General Directorate of the National Gendarmerie (DGGN), the Central Directorate of Republican Security Companies (DCCRS), the Central Directorate of Public Security (DCSP), the Paris Police Prefecture (PPP).
The data concerning the fines recorded via the electronic Minutes or PVe (except class 5) and those relating to the automated control are provided by the National Agency for the Automated Processing of Offenses (ANTAI). This method enabled us to update the list of offences, at a more detailed level, and to present a summary of the offenses noted by certain municipal police via the PVe, according to exports provided by the ANTAI. In addition, certain analyzes have been developed: analyzes of the offenses detected by the automated control according to the type of vehicle; reports of offenses recorded by department, presented in cartographic form, replace maps previously produced on the withdrawal of points but based on the place of residence and not the place of the offence.
The analyzes on presumed perpetrators of fatal accidents (APAM) have been reduced to the only fields still specific to this particular monitoring (information on the number of points on the driving license and on any main offenses retained in the past), the national file of road traffic bodily accidents having strengthened the monitoring of people presumed responsible for accidents, fatal or not (see the analyzes in the 2021 Road Safety Report).
The figures on the demerit points were communicated by the National Office of Driving Rights, Delegation for Road Safety (DSR / ERPC).
The demerit point system in France was instituted by law n° 89-469 of July 10, 1989 relating to various provisions in terms of road safety and fines. It entered into force on July 1, 1992, when road insecurity caused more than 9,000 deaths each year. The license with points constitutes a privileged instrument of the system of prevention and fight against road insecurity. Decisions to withdraw points are recorded in the computer files of the National Driving License System (SNPC) regulatory application, placed under the authority of the Minister of the Interior (National Office for Driving Rights).
Data on road safety convictions and penalties were communicated to ONISR by the Ministry of Justice (Statistical Service).
Finally, the data relating to violations of the transport code were communicated to ONISR by the Ministry responsible for transport (Sub-directorate for road transport)
